The Kosovo Territory

According to the Prison Studies[1], there were 1 648 inmates in the Kosovo territory prisons in 2016. While there is no data on the number of prisoners for the drug law offences in 2017, the number of new inmates (for drug law offences) in prisons is 118 (in 2017)[2]. The average imprisonment term imposed by the courts for the drug law offences is up to 2 years[3]. HIV prevalence in the Kosovo territory prisons – 1 case[4]. Speaking about drug use responses in prison, it should be mentioned, that OST exists in the prisons. 10 prisoners receive OST in the Kosovo territory prisons[5]. ART is available, NSP doesn’t exist in prison settings. The average amount spent per day for the detention of one inmate in the Kosovo territory prisons is 22,00 Eur/per day, which is 8 030,00 Eur./ per year/ per inmate[6].

There is approximately 3 000 people who inject drugs in the Kosovo territory[7]. Prevalence of HIV among PWID – 2 cases[8]. The costs of NSP services are approximately 300,00 Eur. / per person/ per year. OST costs are – 844,00 Eur./ per person/ per year[9]. The minimum social benefit is 90,00 Eur./ per person/ per month (which is 1 080,00 Eur/ per person/ per year).

So, if the person would need OST, NSP and social benefit, it would cost for the state around 2 224,00 Eur./ per person/ per year.

The health and social services costs are more than 3,5 times less than incarceration costs.
