The average sentence for drug possession in Armenia is 6 years. According to the Council of Europe Annual Penal Statistics SPACE I there are 3536[1] inmates in Armenian prisons, information on the number of prisoners  for drug-law offences is unavailable. HIV prevalence in prison is 0,3%.[2] As for the drug use responses in prison there are ART and OST, but NSP services do not exist. The average amount spent per day for the detention of one inmate in Armenian prisons is 11,4 Eur/per day[3], 4161 Eur/per inmate/per year.

The estimate number of people who inject drugs is around 9400[4]. HIV prevalence among PWID is 1,9%[5]. The cost[6] of NSP services is approximately 35 Eur/per person/per year, OST – 265 EUR/per client/per year. Unemployment benefit is approximately 55 EUR/per month (660 Eur/per client/per year).[7]  So, if the person would need OST, NSP and unemployment benefit, it would cost for the state around 960 Eur/per person/per year. The health and social services costs are 4 times smaller than incarceration costs.
