According to the Prison Studies[1], there was 5 280 inmates in Albania prisons in January 2019. Approximately 10% of the prisoner’s population serve their sentence for the drug law offences (516 prisoners)[2]. The average imprisonment term imposed by the courts for the drug law offences is up to 7 years[3]. Selling, offering for sale, giving or receiving in any form, distribution, transportation, delivery, and keeping, except for personal use and in small doses, narcotic and psychotropic substances, as well as seeds of drug plants, in violation of the law or in excess of their content, is punishable by 5-10 years in prison. The same act, if committed in collaboration or more than once, is punishable by imprisonment from 7 to 15 years. HIV prevalence in Albania prisons – 4 cases[4]. Speaking about drug use responses in prison, it should be mentioned, that OST is provided in the prisons by NGO (upon the prison request). There are 34 prisoners, who received methadone maintenance treatment[5]. ART is available, NSP doesn’t exist in prison settings. The average amount spent per day for the detention of one inmate in Albania prisons is 17,00 Eur/per day, which is 6 205,00 Eur./ per year/ per inmate.[6]

The last estimation study indicated 6182 problematic people who use drugs[7] in Albania. Prevalence of HIV among PWID is less than 1%[8]. There is no data on the costs of NSP. While OST costs 400,00 Eur./ per person/ per year[9]. The minimum unemployment benefit is 34,00 Eur./ per person/ per month (which is 408,00 Eur/ per person/ per year).

So, if the person would need OST and unemployment benefit, it would cost for the state around 808,00 Eur./ per person/ per year. This sum does not include NSP costs, as there is no data on it.
